OLYMPIC skater Oksana Baiul celebrated her 30th birthday at Nikki Beach in Midtown the other night by ordering a round of vodka shots for the house and yelling, “I’m glad to be the No. 1 skater in the world!” Baiul, who supposedly has been sober since a stint in rehab some years ago and who last won a gold medal in 1994 when she beat Nancy Kerrigan, blew out the sparklers on her huge cake and hung out with friends till the wee hours.
